Liow Wang Wu Joseph

Joseph Liow is an independent advocate with over 30 years of experience in dispute resolution, professional governance, and regulatory matters. He has an extensive record of public service, pro bono engagement, legal education, and disciplinary oversight, and brings to board roles a strong focus on ethics, risk management, access to justice, and institutional credibility.
He currently practices as independent counsel and does not accept direct clients, maintaining professional independence.
Legal Profession Governance. Joseph served for over twelve years on Inquiry Committees appointed under the Legal Profession Act, including as Chairman, overseeing complaints and disciplinary matters involving advocates and solicitors. He also acted as prosecution counsel for the Law Society of Singapore in disciplinary proceedings, contributing to the maintenance of professional standards and public confidence in the legal profession. He is presently an Exco member of the Council of the Law Society of Singapore and, amongst other committees, he co-chairs its Inadequate Professional Services Committee of Council.
Healthcare and Professional Regulation. From approximately 2005 to 2019, Joseph was appointed as Legal Assessor to Disciplinary Committees of the Singapore Medical Council and the Singapore Dental Council, advising on proceedings involving allegations of professional misconduct against medical and dental practitioners.
Public and Statutory Bodies. Joseph has acted as prosecution counsel on behalf of several statutory and regulatory authorities, including the Council of Estate Agents, the Building and Construction Authority, and the Energy Market Authority, advising and representing these bodies in the enforcement of statutory and regulatory obligations.
Access to Justice and Dispute Resolution. Joseph is a Principal Mediator with the Singapore Mediation Centre and a Senior Mediator with the Law Society of Singapore. He is also a panel member of the Law Society’s Neutral Evaluation and Determination Scheme, a Fellow of the Singapore Institute of Arbitrators, and a panel arbitrator under the Law Society Arbitration Scheme and the Asian International Arbitration Centre. In addition, he has been appointed as an adjudicator under the Building and Construction Industry Security of Payment Act, having presided over numerous adjudications involving individuals, small and medium enterprises, and contractors.
Legal Education and Capacity Building. Joseph served as Vice-Chairman of the Advocacy Committee of the Law Society of Singapore, where he continues to serve as a Senior Instructor and lead trainer for young lawyers in Singapore and overseas. He was the Course Coordinator and a presenter for international arbitration programs co-organized by the United States Agency for International Development and the Vietnam International Arbitration Centre in 2023 and 2024, including judicial training programs for provincial judges in Vietnam. He also previously served as Honorary Secretary of the Society of Construction Law (Singapore).
